As a senior executive, Ciarán has been operating at local, national and international level for over 20-yrs including 7 years as Chief Executive of Sligo County Council. His wide ranging experience includes development of strategies encompassing economic development, digital economy, smart city, tourism and climate change.
Change management was a consistent focus throughout his career. His Irish studies, complemented by international spells at the Irish College in Leuven, Belgium, Boston College and Harvard University, informed many change management initiatives. This included a Climate Change Strategy for the Irish Local Government sector accompanied by a Business Plan for the establishment of the Climate Action Regional Offices (CAROs).
Operating to a collaborative management style, he formulates and implements strategies through partnership involving private and public sector stakeholders and local community groups to achieve shared outcomes.
As a Member of the Sustainable Energy Authority of Ireland (SEAI), National Oversight and Audit Commission (NOAC) and former member of multiple companies and the Governing Body of IT, Sligo, he operates to the highest corporate governance and risk assessment standards.
